Urban Question

Can the Rockaway community (prone to hurricanes and flooding) adapt their infrastructure to reflect their risk while simultaneously improving quality of life for residents and businesses?

Urban Answer

Improve commuting patterns, environmental and economic conditions as well as assist in preparation, immediate response and recovery of crisis, by targeting specific elements of the social and physical infrastructure for multi-functioning improvements.

Leveraging existing assets by redesigning the elevated stations (originally built with storm surges in mind) to serve as evacuation points / survival shelters and recovery staging areas Reconnecting the Long Island Railroad with the NYC subway network to aid in evacuation of the car free population.
